One of the nine Free Cities and a Theocracy.
Located in the the Hills of Norvos along the banks of Noyne, Norvos was founded by religious dissidents from Valyria who wished to have a city made up only of true believers. Although nominally ruled by a High Magister and a council, the Bearded Priests have true control over the city.

The length of the hair is a symbol of status in Norvos. Only the Bearded Priests are allowed to have a full beard and mustache, free-men can have mustache (which they tend to wear large and long), while slaves and free women have to shave their heads bald. Norvosi noblewomen know how unusual this custom looks to outsiders, so they tend to wear full wigs when entertaining visitors from outside the city.
