Cortnay Penrose was a knight of House Penrose. He was named the castellan of Storm's End by Renly Baratheon.

After Renly Baratheon is murdered, mostly of Renly's bannermen surrender to Stannis Baratheon, who beseiges Storm's End. Cortnay Penrose keeps holding the castle, fearing for the fate of Robert Baratheon's bastard Edric Storm.
In a parley outside Storm's End, he insults some of the bannermen who had turncloaked to Stannis's side, including Mathis Rowan and Alester Florent.
Cortnay offers Stannis a trial by combat, but Stannis refuses. Cortnay is killed by falling off a balcony, and his death has nothing to do with Melisandre.
After Cortnay Penrose died, the rest of Storm's End surrendered and Stannis Baratheon had won the siege, also taking Edric Storm, and making him prepare for attacking Storm's End.
